Those are the patch files for Apache 2.4.
Use something like:
mkdir work/; cd work
# ... download the *.patch files from here ...
abs # refresh the ABS database
cp -R /var/abs/extra/apache/* .
patch -Np0 -i PKGBUILD.patch
makepkg -c
pacman -U apache-*.tar.xz

You can now browse userdirs with the alternative prefix of /u/username.
